Just wondering if I am the only one who sees this as a big problem. It opens the department and instructors up to people receiving fraudulent CHL's. Can you tell me who in the DPS in a position of authority should bring this to their attention.

I received the following email from a member of TACCI (Texas Association of Concealed Carry Instructors).
I concur with our member's assessment of the possibility of someone printing CHL 100's and using them outside their intended purpose; to wit, illegally obtaining a CHL.

I realize there may be an additional security or safety feature that would intercept an attempt such as this, yet I believe that where there is a kink in the armour there may be trouble.

Would you please check out the email below and tell us if we are wrong, or not.

P.S.  Other forms are protected via our Instructor's password, perhaps this one should be if it isn't.

This is a problem unless DPS cross checks the notification of intent to hold a class and the after class report.  A CHL100 that shows up but is not included on the instructor submitted papers should be grounds to open an investigation.

A plethora of answers/remarks have come in about this "issue," all points taken and I agree with you on them.
But Mr. Clyde Ford seems to have the best understanding on this one though:
"We do send in a report of completed classes which show who attended our classes. How can the general public do that??"
Perhaps we should accept that and let it be; how about it?

This still concerns me. They will check signatures if the CHL 100 looks suspicious? What would make it look suspicious if it was forged with my name and number? Do they recognize my signature so well that a forged signature would be noticeable to them? This is trouble.

Yes I did receive a phone call. The person I spoke with said that the CHL 100 would  remain as is, not password protected.
She indicated that if they thought something was wrong with a CHL100 they would be comparing signatures.
I still believe that the general public having access to the form could cause a problem but DPS fills that instructors falsify CHL 100 is more of a problem.
I have shared my concern and it is a wait and see who is right.
